Following articles document the Raiders Personal Seat Licenses (PSL) were sold out well prior to the first game in Allegiant Stadium. While there are no available statistics, as far as I know, to determine the motivation of buyers, based on discussion forums, it seems a some bought PSL more for investment rather than to attend many or any games. Also, many buyers appeared to be from California. The tickets from these investors would be put on the open market, generally at high prices, more likely paid by tourists. So the ratio of visitors to locals does not accurately reflect the degree of local support.
